Returning to hgwebdir.cgi and subdirectories ...

Six months ago we had some patches floating around the list that addressed the 
problems of using subrepo's on the web interface. Now that I have jost other 
hings under control, I am back at the point were I need to get this working again.

http://lsces.co.uk/hg/ has the main bit I'm trying to tidy up, where bitweaver2 
is the set of repo's that should reside under bitweaver, and which we did have 
working at some point, but the patch I have does not marry up with the existing 
code base.
