Repository outside the working directory?

The patch queue itself doesn't take up a lot of space. However, if it's
versioned, the patch queue's repository will contain a record of all the
work ever done with it. Perhaps shared can be used on .hg/patches/.hg as
well, but this is starting to get messy ...
