File notes

I have recently moved over to the Mercurial world, from an old "check
out" model system (Progress Roundtable).  In our old version control,
when we "checked in" at the end of our development, we were forced to
add notes to each file that we had changed.  As opposed to Mercurial
where you add a single note to the changeset itself.  Is there a way of
adding change notes to files within a changeset?
