CVSNT convert to Hg

Yes.

But CVS is a very odd beast. There is only one piece of software on
the planet that really seems to understand CVS, and it's cvs2svn. I
forked cvs2svn a couple of years ago to add a cvs2hg backend, and it
works reasonably well. Start with

  hg clone http://hg.gerg.ca/cvs2svn

and read README.cvs2hg.
