Slow down the refresh frequency

I'm sorry but this doesn't make sense by default to me.

For better clarification for your readers - 
-- Can you explain what you mean by refresh?
-- Is this related to TortoiseHG? 
-- What extensions are enabled?
-- What version of hg are you using, and what version & operating system?
