local-only bookmarks and topic-branch bookmarks

is somehow related to local-only bookmarks vs topic-branch bookmarks. the
solution proposed is the add an option to commit to mark the commit as
secret and bookmark it at once.

this a kind of implies that local-only bookmarks are crated by commit and
topic-branches with bookmark. a bit asymmetric and maybe confusing.

i might be wrong and miss something but isn't it not more a property of the
bookmark itself whether it is a local-only or a topic-branch bookmark? if
so... is it naive to add an option to bookmark to mark it local-only?
commits on local-only bookmarks would be secret and on a topic-branch draft.
