We (currently) have no way of knowing what revision the bookmark was originally set on, so you'd end up losing bookmarks with no way to get them back if you had actually wanted them. I've thought a bit in the past about how to solve this, but haven't come up with anything solid. So for now, I think the current behavior is about the best we can do.
