Note that I may want to have a local-only topic branch marked with a bookmark.

This was already proposed by Pierre-Yves in the thread you referenced, but we didn't come to any conclusions. More recently we've talked about having local-only bookmarks by prefixing the name with a special character (I believe '.' got the most positive response).
