Gsoc 2013, Command Server

Hello, I am looking for a project for Gsoc, and "C implementation of
command server API" looks interesting. I read the wiki about the
CommandServer and it seems rather straightforward.

Currently I am a 4th year student in Informatics(University of Athens),
with strong C,C++,Python,Java skills and recently took part in the Sigmod
2013 programming contest(in C-C++,results pending).
This summer I have no remaining classes and my graduation thesis will begin
in October, so I will have plenty of time to write code, test thoroughly
and document.

Where should I begin searching to better understand the task given?
