I'm surprised that nobody mentioned this yet: http://mercurial.selenic.com/wiki/ZipdocExtension
It is a generic zip file handler that repacks zip archives without compression, so you can diff it with whatever tool you like. On checkout, it repacks the archive again with compression, so it takes less space in the working copy.
