This is the Mercurial mailing list, Murky is one of many third-party
projects that we know little to nothing about.
A little poking on the web reveals Murky 0.8.3 is from Sep 2010. The
last change in the Murky repo was in Aug 2011. You might want to
consider a different client.

You're apparently corresponding with a Windows user using codepage 1252
(0xf3 is ò in cp1252). Mercurial intentionally preserves _the exact
bytes of filenames_ on checkout rather trying to interpret them in some
encoding. When OS X encounters a byte in a filename that isn't valid
UTF-8, it percent-encodes it.
So that much is as expected.

I fixed a bug in this area in Nov 2011:
changeset: 15563:b61fa7481a68
branch: stable
parent: 15554:0c0ed2b3082d
user: Matt Mackall <mpm at selenic.com>
date: Wed Nov 23 14:22:37 2011 -0800
summary: posix: fix HFS+ percent-encoding folding
That was about 8 major releases ago.
