Refers to a file in the current directory.

On Unix, it is the job of the shell to expand unquoted glob characters.
An application never sees the * if it's not quoted. This would have
worked on Unix if quoted.

On Windows, it is the job of the application to expand glob characters.
An application thus can't distinguish between quoted and non-quoted
inputs, because it doesn't see the quotes. On Windows, Mercurial treats
most path patterns as basic shell globs and expands them in the normal
way that a _Unix shell_ would expand them (ie no ** support), unless
there is a prefix of some sort. This would have worked with "glob:"
added.
