Why are tags in commits

It doesn't solve it. If you throw away the second head's .hgtag with this, you WILL lose the tags. It will also confuse the hell out of you the next time you create a new topological head on top of the dismissed one, because then the tags suddenly re-appear again. This even applies on merging different NAMED branches, as it seems like the tag mechanism only takes topological heads into account.

I just tried this with 2.4, so this is not from speculation, but from experience.
