hg untouch extension for avoiding unnecessary compiles

Hi folks,

C++ users and those who find the Qtimes extension useful may be interested to learn of the untouch extension: http://mercurial.selenic.com/wiki/UntouchExtension

Since writing the extension I spend significantly less time waiting for code to compile after hg pull. Hopefully some others will get a similar benefit :)
