From where I'm sitting, the entire question is a non sequitur. Based on this definition from Wikipedia, "Cloud computing is an expression used to describe a variety of computing concepts that involve a large number of computers connected through a real-time communication network such as the Internet.[1]"

Mercurial and Git work perfectly through the cloud -- check out GitHub  and BitBucket for examples. And if you wish to create your own private cloud, there are solutions for that, as well, all using HTTP protocol to talk with a large number of users through a real-time communication network such as the Internet.
