Mercurial doesn't really have the notion of backports. Check here how
mercurial is released:

With mercurials strong focus on backwards compatibility an upgrade from 2.x
to 3.x should not be a problem (and there is no reason to stay on old
versions of mercurial).

What is called a dot or patch release in other projects (e.g 2.9.x) is just
a bugfix release in mercurial that fixes the *current* release. When 3.0 is
released it supersedes any earlier release and bugfixes happens on 3.0.x
