I think we will need some more information on what the files are and what you are doing with the files.

Are the files actually software code and you have developers working on them?

Neither of the above really... The files are XML based and all the implementation is done using a third party software package.
The people doing the implementation are insurance professionals not programmers by trade.

What I envision is that they would check out the file they need to make modifications to, locking it from other users.
They can then make their changes using the software and when done push the file back into the test area for testing.
