It's a thing in fail2ban's apache-badbots filter. Or at least it's
possible to write a rule to filter and count certain (all?) wiki page
hits accumulated over certain amount of time (findtime setting) and
ban hosts based on that.

Fail2ban works by monitoring log files, and I would think it does so
efficiently, but I have no real data about how much cpu it uses doing
its job on a mercurial-sized wiki. But it's a suggestion.
