hg branches -a incorrect in mercurial 3.1.1

Hi Matt,

Deleting the TeamCity cache (and thereby recloning the mercurial repositories) did the trick indeed! Problem solved.

Yep. The cache in the clone is wrong. You need to either delete the cache or reclone with a new version that doesn't create a bad cache.
