Use Git patch format by default in Mercurial 3

Hi again,

It is an annoyance to remember about git format
every time, and in particular MQ doesn't preserve
file modes because of that.

It would be a great relief to see next major HG
version coming with extended patch format
support with git=False option.

I am on Windows, I need to make file executable
and I don't see a way to do this. I thought that
MQ will help, but it doesn't.
