“Patch Management” descriptions in conflict

On “Mercurial – The definitive Guide” (by B. O'Sullivan) the “Patch Management” is described in terms of MQ – Mercurial Queues. Elsewhere in completely different terms, of:  “export” and “import” of *.patch or *.diff files. I'm confused.
