I inadvertently responded to this mail privately (happens a lot with
this mailing list). His problem was resolved by removing thgw.exe from
an access restriction list in
HKEY_CURRENT_USER\Software\Microsoft\Windows
NT\CurrentVersion\AppCompatFlags\Layers
