3.0.2 convert from bazaar did not works

Mercurial tried to load parts of bzr, but couldn't find them.

It does this by consulting the standard Python library paths, so if
bzr's libraries are not installed in the standard ways (quite likely on
Windows), it won't find them.

You'll probably saves hours of frustration by borrowing a Linux machine
for this task.
