False and false (and not a big deal anyway).

MQ is not yet on that list and will not be there until (at the earliest)
evolve is distributed as part of Mercurial.
Deprecation, if it ever happens, will happen some time after that. But I
haven't announced that it'll happen, that's just the evolve enthusiasts
being enthusiastic.
And if deprecation finally comes, it will not be a big deal. Deprecation
for us does not mean 'scheduled for removal' (we never remove things),
it just means 'no longer listed in help'.
As for your two items, item #1 is a perfect match for what evolve does.
As for #2, Evolve doesn't yet have a natural equivalent of guards, since
it doesn't have a notion of 'unapplied'. But patches can be shuffled
onto other branches easily enough.
