Alternative to MQ?

As Matt mentioned, evolve covers one of your use cases very nicely.
Let me take this opportunity to plug my rewrite of the evolve docs.

I *strongly recommend* that you do not jump straight to the MQ
migration guide. Please read the user guide. I've put a *lot* of time
and effort into that, and I really think it does a good job of
explaining the fundamentals while also being a practical guide. So far
most of the feedback has come from other Mercurial developers and
evolve experts, though. So I'd love to hear from someone who is new to
evolve trying to read the docs.
