[ANN] alternative download location for TortoiseHg packages

Hello,

The rather large boost in downloads caused by the Mercurial 3.0
release has tripped some resource limits on Bitbucket. Bitbucket has
not yet responded to my support request, so I've uploaded the packages
to mercurial.selenic.com. They can be downloaded via:

http://mercurial.selenic.com/release/windows/tortoisehg-3.0-hg-3.0+3-x64.msi
http://mercurial.selenic.com/release/windows/tortoisehg-3.0-hg-3.0+3-x86.msi

If you have downloaded these packages from untrusted sources, their
MD5 hashes should be:

MD5 (tortoisehg-3.0-hg-3.0+3-x64.msi) = 1e95f43ac124d5d94b187465c2090210
