Mercurial 3.0 seems to have serious problems with file access on Windows
under certain conditions. The problematic change on Mercurial
(1a9ebc83a74c) has been backed out on the Mercurial stable development
branch after the 3.0 release with

, which - as it seems - hasn't made it into a release yet. Perhaps
you're using a Mercurial build which does not include the 4898c37e03c0 fix.
If you're really using a plain Mercurial 3.0, then you might be hit by
1a9ebc83a74c. Perhaps, you should wait for the Mercurial 3.1 release on
June 1st, or use a recent build made from the stable branch.
(I'm pretty sure the fix 4898c37e03c0 has made it into recent "official"
binaries of TortoiseHg.)
