You're the first person to ever ask about this. No, we've never made an
effort to be SHA-compliant nor do we have any plans or incentive to. As
an open source project that gives away its product and thus has no
income or budget, it's not been a priority.

However, if this is important to you to continue using Mercurial or our
website, we can make arrangements for you to donate funds for a lawyer
to do the necessary paperwork.
