Cannot download mercurial from web

I'm trying to download /Mercurial 3.1.1 for Python 2.7 on Windows x64 
(source install) /and /Mercurial 3.1.1 for Python 2.7 on Windows x86 
(source install) /but i have a forbidden message:

  Forbidden

You don't have permission to access 
/release/windows/mercurial-3.1.1.win-amd64-py2.7.exe on this server.
