Hello,

I've finally built Windows MSI installers for the 3.2.4 release of
Mercurial and made a 3.2.4 release of TortoiseHg.  Those packages are in
their usual download locations.

Also, 3.3 release candidate MSI packages are available from:

https://bitbucket.org/tortoisehg/files/downloads/mercurial-3.3-rc-x64.msi
https://bitbucket.org/tortoisehg/files/downloads/mercurial-3.3-rc-x86.msi

Lastly, I have switched the Python source installers for Mercurial from
the 'bdist_wininst' style to 'bdist_msi' style which means those
installers now have a .msi extension instead of .exe. The MSI packages
result in the same source install, but the package format is more useful
in some use cases. If this causes anyone grief, let me know.  If
upgrading from an older source install package, you may need to manually
uninstall the old bdist_wininst install before installing the new MSI
based installer.
