recommendations for non-ssh setups with many users?

Hi!

What is the recommended setup to allow hundreds of users to push to a
repository, but not allow everyone? I want to avoid setting up Unix
user accounts for all of them.

So far I found https://mercurial.selenic.com/wiki/HgWebDirStepByStep
which makes me think setting up an Apache with http auth and mercurial
behind it would work. Is that the best method?
