Review-request extension idea

Not sure if anyone might be interested, but I've drafted some 
thoughts on possible "review-request" extension:

Looking at it now, it resembles the Gerrit (for Git) approach, to an 
extent.

I don't have Python knowledge and I probably won't have time to try 
and implement it for the sake of experiment, but someone might still 
be interested to give it a try.  Not sure how a discussion and 
update of the original page could be enabled, also.
