Trac provides those facilities, and I think it works with Mercurial
(thought based on files in the directory structure,
and possibly a mention in some documentation).  The caveat is that
I've only worked with Trac in a Linux environment
and with SVN as the project source control.  I think Trac was
originally SVN only.  It is written in Python,
and works via webserver.
