Why bare 'hg update' needs behaviour change

The last time I saw this discussion (several months ago now) I thought the plan was change 'hg update' to not move a bookmark; only 'hg commit' on a bookmark would update its location, or manually assigning it to some other commit.

Has that not happened yet / plans have changed?
