extension: when to include them in mercurial vanilla. Hg-git

Hi

I just had a small email interchange with Sean of if and when to include
hg-git into mercurial vanilla (for me this extension is very important
since at least I contribute to two git repos using the extension). Given
the popularity of git other may have had similar experience.

So what is the general philosophy of including a 3rd party extension
into mercurial vanilla (given the approval of the author(s) of course).
