IIRC, I'll get this when I attempt to connect to a server that does not
offer a secure encryption method.

Try testing the URL using Qualys SSL Server Test:
https://www.ssllabs.com/ssltest/index.html

I'm willing to bet a pint of beer that the repo you're trying to clone has
a grade no higher than C.
