Delete changesets from remote repository

No, you need some kind of direct access to the remote repo. On Bitbucket, you can strip changesets using the repo admin interface. Other hosts may provide similar capabilities. hgweb does not.

With the experimental Evolve extension, you can mark changesets as "obsolete" and exchange those markers with other repositories... does that help for your use case?
