We have the draft release notes up at https://www.mercurial-scm.org/wiki/Release4.6 and upgrade notes are on the appropriate page: https://www.mercurial-scm.org/wiki/UpgradeNotes

4.6 is a big release -- we're excited about the things that have been added! -- and it's taking a bit of time to get the release notes all together. I'll add the draft notes to WhatsNew for now.
