hg convert failure

Hi!

I'm in the process of migrating a bunch of older SVN repositories to
Mercurial. Two of them give me trouble: on either of those, hg converts
aborts because it doesn't recognize them as SVN repositories. Forcing
--source-type svn does not work.

I can't paste the full Mercurial output here because the repositories
are private. The relevant message is

[URL] does not look like a Subversion repository to libsvn version 1.13.0

The only commonality the affected repositories have that sets them apart
from the others is that they have a trunk/, but not branches/ and tags/
directories at the top level. Could this really be the source of the issue?
