I figured out through trial and error that the issue is caused by
something that has to do with authentication against the apache HTTP
server hosting the SVN repos. When I tempoarily disable the
authentication, hg convert works as expected.
There are some repositories on the same server with identical
configuration for which I can leave HTTP auth enabled and hg can read
them after prompting for credentials. I think that these repositories
are the ones for which I did a conversion for testing purposes a few
months ago. So I assume that something on my system broke in the meantime.
So the immediate issue is resolved for me with the workaround, but there
might actually be some weird (buggy?) interaction between hg and libsvn.
