install hg 4.8 and the latest evolve version in Ubuntu 16.06

Hi 

I am still using hg 4.4 (from https://launchpad.net/~mercurial-ppa/+archive/ubuntu/releases)

But would like to try out

 hg absorb 
and
 hg topics.

As for topics I run 
sudo -H pip install --user hg-evolve   

So hg-evolve should be updated (the extension is of course enabled)
but hg topics is *not* found. Any idea how to proceed.

As for 4.8, does somebody know another ppa which provides 4.8 in deb
format?
