topics evolve and helix

Hi 

I did some experiments and the desired behaviour I described can be
achieved by setting 

Remote:

[phase]
publish=false
[experimental]
topic.publish-bare-branch = yes

While the local one has:
[phase]
publish=false

In that case when pushing changeset without topics, are turned into
public while those with topics remain in draft.

Helix does not, yet, support neither evolve nor the setting
[phase]
publish=false

For your Helix repositories.

I wrote the support and maybe because it is Christmas time they opened a
ticket and will try to support, both evolve and the phase configuration
of the remote repositories.
