Strategy for managing files in /etc, suggestions?

Main difference is in fact decision, whether to „pick what to version
control” and omit everything else, or „pick what to omit” and manage
everything else. With manually administered machine I like the latter
(especially I really love possibility to review full /etc/ changes after system
update, and to review history of specific file or directory).

Let me also mention another, completely different option. Manage ansible
or puppet scripts and do not manually edit /etc/, ever. Instead apply
those scripts. That's good approach with a lot of similar machines.
