remotefilelog extension is shipped with core distribution from long
time. You just need to do `[extensions] remotefilelog=` for that.

About backups one, that seems like a nice feature which can go in core
distribution as `debugbackup` or something. If you want to sent a
patch for that, I can help you with it.
