Moving from Freenode

Hello all,

As you may know by now, Freenode is no longer a safe place to be:

Yet it is still where the "official" IRC channel for Mercurial is, at least as 
documented on the wiki https://www.mercurial-scm.org/wiki/IRC

I feel strongly that we should pick something else for chat as soon as possible, and 
stop directing users and contributors to Freenode.

Choosing something more modern that IRC is worth discussing, but leaving Freenode 
should not be blocked on that decision. Let’s pick another IRC network in the 
meantime. Different networks have their merits but I personally don’t have much of an 
opinion there, other than that we should be moving last week.

I think that the Steering Committee is best placed to quickly make a decision 
official, even if it is to be reconsidered later.
