can not install mercurial in a w10 PC

Apart from 3.5 through 3.9, Mercurial still supports 2.7 (although not
sure if experimental Rust extensions are supported on 2.7).
As already mentioned, python 2.6 is crazy old.
I have no idea about anything windows, but I'm pretty sure we have
developers working on windows installers, for both hg and thg. Try
