Can't get pull-bundles working

BTW, here's a shell script with a minimal example of what I have. I expect
the clone --pull at the end to do a number of partial pulls rather than
pulling it all in one go. I have also tried running hg serve in the server
repo and pulling using http://localhost:8000 from the client. Results were
the same.
*CAUTION*: The script will silently delete and recreate a
directory /tmp/hg-pbundles.tmp.
