pushing missing largefiles to central repo

I have a largefiles repository on a central server.  This is on a separate filesystem on a separate machine.  All remote operations to this central repository are over ssh.

The central repository does not have the actual copies of files that have been marked as large.  The standin file exists.  There is no usercache for the central repository (largefiles.usercache=).

I do have a local repository that DOES have the largefiles.  I would like to get the central repository to also have the largefiles (in .hg/largefiles).  But trying to push indicates there are 'no changes found'.

How can I force the existing central repository to have the largefiles that are currently missing?
