Release notes Extension

I managed to figure this out by looking at test-releasenotes-formatting.t.
This showed me the format I nneded touse.

My .hgreleasenotes file appears as:

[sections]
deprecated=Deprecated Features

This really needs to be added to the documentation for releasenotes
