Unable to Mercurial in $HOME directory

Hi,

I use Mercurial to manage my dot-files in my $HOME directory.  I am
migrating from an Ubuntu 18.04 VM to an Ubuntu 22.04 VM.  Typically, I
clone the repo into a sub-directory and then move the .hg file up one
directory to the $HOME directory.  I've never had problems with this before
on multiple systems.  But now I am getting the following error:

$ hg log
abort: Permission denied: '/home/srasku/.hg/requires'

The problem does not occur if it's in a sub-directory.  Any suggestions?
